    I’m trying to reach as many NJ kit car hobbyists as I can. If you are not from NJ, you can stop reading here if you’d like.

    But for you NJ based owners….I received the message below from SEMA on January 26.

    NJ’s treatment of our cars went from requiring full safety and emissions inspections, to a special collector class which limited inspections to lights/wipers/horn, to being eliminated from the collector car class. That last item actually makes us worse off then we were in the beginning.

    If enacted, this bill would allow us to title our replicas with the model year of the vehicle our cars replicate! This would be huge for NJ lkit car owners.

    Please, take some action and email the committee members considering this bill.

    Pro-Hobbyist Street Rod and Custom Vehicle Bill Introduced in New Jersey

    SEMA model legislation (A.B. 448) that would create a vehicle registration classification for street rods and custom vehicles and provide for special license plates for these vehicles was reintroduced in the New Jersey Assembly. Last year, comparable legislation was not enacted into law in New Jersey prior to the legislature?s adjournment. A.B. 448 defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. The bill allows kit cars and replica vehicles to be assigned a certificate of title bearing the same model year designation the body of the vehicle most closely resembles. Additional, but not identical legislation has been introduced in the New Jersey Senate in the form of S.B. 687.

    We Urge You to Contact All Members of the Law and Public Safety Committee (List Attached Below) Immediately to Request Their Support for A.B. 448

    ? A.B. 448 provides specific registration/titling classes and license plates for street rods and customs.

    ? A.B. 448 provides that a replica vehicle will be assigned the same model year designation as the production vehicle it most closely resembles.

    ? A.B. 448 only holds street rods and customs to the equipment standards specified by law during the model year listed on the title of the vehicle.

    ? A.B. 448 permits street rods and custom vehicles to display blue dot taillights.

    ? A.B. 448 provides that vehicles titled and registered as street rods and custom vehicles may be used for occasional transportation, exhibitions, club activities, parades, tours, etc. and not for general daily transportation.

    Although I’m not from NJ I understand how states tend to follow each other. But I see some safety and Class issued at work here which as one sitting on the side lines don’t look all that good. Not so much the emmissions issue but possibly the seat belt laws. The “biggie” in my mind is saying that, for instance, my 53 MG TD Replicar on a VW frame is actuallt an MG TD. That’s not right.  The big upside possibly will be the insurance my actually get cheaper or at the least, less restrictive when it comes to the amount of miles one can drive a collector car. Just some thoughts from an ole Geezer on the sidelines. GA has none of these issues. In fact, registration inspection is all we do. DMV just matches the VIN with the registration or bill of sale. Hope things go the right way.

    “You” are not saying it’s a 52 MG, DMV would be doing that. It does not magically transform your kit into an original. No one will be deceived by it.

    And for the record this is not NJ drafted legislation. This bill proposes adoption of model laws developed and written by SEMA. Laws that are working well in other states.

    Having a title that says 52 MG should make the vehicle eligible for QQ registration plates in NJ (our prefix for antique vehicles) which “Reconstructed Vehicles” are not normally eligible for.

    In return for agreeing to annual mileage limits (typically 3,000 miles) QQ’s pay no annual renewal fee for our registration and QQs are exempt from all annual inspection requirements.

    I know, I have a QQ in the garage, my 1965 Plymouth. It was incredibly liberating to put that plate on the car!

    The reality is that most, if not all kit cars are used very much like other classic cars. So If NJ and other states adopt the SEMA model legislation, I am ALL for it.

    If you drive your 65 Plymouth or your kit car every day back and forth to work, you would not be eligible for the QQ plates and would be subject to normal inspection and emission testing.

    This titling/registration law does not affect any safety issues. They exist regardless of what DMV calls my car. I take my life in my hands every time this unreinforced fiberglass car hits the road!

    I had mine as a 1952 MG in Fort Worth and still had to pass the full safety inspection.

    Phoenix Arizona its a 1986 Ford Cortina. (English Ford Escort), and all I have is emissions.

    Theres no outlet to plug into under the dash, of course, and they dont want to bother to check the tail pipe emissions manually, so I guess I get a free pass. The new cars, they just plug into the vehicle sending unit, its over in two minutes.

I must have the only one in the country made by Rich Industries in Port Elizabeth, South Africa, on a 1986 Ford Cortina (english ford escort) It's a 1600cc straight four cylinder front engne, 4 speed, changed from right side driver to left side with several shafts and u-joints. BEBOP because I once had an MGB with license plate MG-BEPOP in Virginia.

    Paul, good news for enthusiasts in NJ.  SAN just provided an urgent alert for NJ stating that a version of the SEMA model legislation has been reintroduced as A.B. 2626.  Now is the time to renew our support of this legislation with the committee members.

    California’s legislature actually did something right when it passed SB100 (Senate Bill). It allows 500 cars a year to be registered as specialty built, such as hot rods and kit cars, that are exempt from safety and emission requirements. My 52 TDr BCW is registered as a 1961. I’m told that it added $1000 to the value. Anyway, I hope so. It was a hassle getting it, but worth it.

    California registed my car as a 1952 MGTD Replica kit car with no problems.
