Fuel Sending Unit

Here’s a picture of the fuel sender unit (with the float and bar removed) that came with my CMC FiberFab kit. I measured from ground (base plate) to the center terminal and read full continuity no matter where I put the arm that attaches the float. Something seems not correct. Probably my measurement method.
