I just finished up replacing the front-end on my 51 MiGi (69 VW underneath).  I replaced the steering box as well.  If you have made sure that your steering linkage is OK, then you can try adjusting the steering box.  Muir’s book has a procedure, and the VW factory manual will have a procedure as well.  The adjustment is the screw/nut assembly that protrudes through a hole in the front panel to the right of the radiator (as viewed from the front).  This adjustment will tighten the steering action, but follow the procedure.  Also, check the bolts on the steering gear box housing to make sure they aren’t loose.  Mine were, so I replaced the box entirely because I don’t know how long it has ran without lubrication.
