It might not be the float. It could be accumulated crud from sitting for so long. VW carbs are easy to clean. Muir will tell you how to do it.

You might want to look at another 283 and see if it has the same cap. Is it the oil filler cap or a small tube?
Engines of that era usually had a crankcase breather that vented blowby to the atmosphere through a hose that hung below the engine. In the frozen North that was considered a critical anti-rust feature. The hose was eventually routed…[Read more] -

The sheet metalwork around the engine is critical to cooling. The shrouded fan on top of the engine pushes air down through the cylinders. Pressure will take the easiest route. Without the tins that’s the space between the cylinders and not the cooling fins around the cylinders.
Change your oil before you go. Oil is part of the cooling system.

You will be surprised at how much noise can pass through a small hole. Close up all the gaps while you install sound deadening material.
Eastwood sells sound deadening material that is only.063″ thick yet cuts road noise from 104 – 99 db. It’s pricey at $149.99 for 33.75 square feet. It even comes in a spray.

According to John Muir (VW for the Compleat Idiot}, VW specified single grade non-detergent oil so that the engine would build up deposits that served as lubricants in the engine. Switching to detergent oil scrubbed all that stuff out of the engine.

VW specified a really sticky black lube for the CV joints. Us the right stuff or you will shorten their life.
Wear latex gloves. It’s really hard to remove from anything it touches.

The humidifier tank is the same stuff milk jugs are made of. UV and ozone breaks it down over time. You might want to make the box out of stouter stuff. -
