In all probability, COSTCO will NOT carry a 165/80R15 tire.
These tires are limited production by the manufacturers that make them. Nankang is the brand that most VW people use and they are available mail order.
Sometimes Kumho will have them and Tire Rack.com has limited supplies of them.

Watch out for the 2 inch taller tires. I have some body damage on the inside behind the front fender. If you go taller you will need to reset the stops for right and left turn radius. What about bugout in sept in manassas VA. This is a judged show and VW based Kit cars are a class. Bet a bunch of MG TD Kit cars would rock and maybe even get in one of the mags that take pictures at these events? I plan to have mine there.

IMHO, the best fuel tanks to use if you are going to change over is a racing style Fuel Cell.
These come in many shapes and sizes with all “streetable” options like fuel level senders. etc.

Stafford VA – maybe 30 miles southeast?
We have a small group of TD and speedster owners in the 100 mile
area and hope to get together around Sept in MD, but I was still hoping
to put something together or this summer in the Blue ridge – maybe Skyline
