Looks like my steering wheel. My rivets are recessed a bit too, but have never bothered me. The rivets don’t look like they unscrew from the back. You might be able to sand the front side down to rivet depth, but could do more damage than good.

Dang. Someone was less than gentle with this, looks like.

I would unbolt those doors and take the interior panels off, then clean and rough the glass inside the void and reglass from that side. The car is sort of a fire engine red and I know that only the original builder who painted it would know the color for sure.
