Phil, Ed is 100% spot on. I would have rated my TD as unsafe at any speed prior to removing all the small leaves and consequential lowering. It may take some time and cost a bit, but is a well worth while expenditure. Since my beam had not been rotated, removing the leaves put the ride height where it should be without adjusters. In your case, installing adjusters will be necessary to restore the height to normal.
