If your car had the federally mandated 17 digit VIN then, yes, the 10th digit would designate the model year and the 8th would designate the powerplant. Reconstructed vehicles do not follow that system. Every state designates differently how these get titled.

The answer to your question is yes. A couple people on this board have used a hole saw on it, and a plug, painted body color, that fits perfectly in the hole. It’s hardly noticeable when done.

Front-engine chassis is a bit of a muddle, I believe. The kit mfgs included crude ladder frames but the dudes who have built them lately have modded or thrown them away and built their own out of 2×3 or 2×4 box.If I was doing it I’d go Ford and lean hard on Billinparts (AKA Bill Ascheman), who built his decades ago and still… -

10 lbs per 1000 rpm is the going standard. But don’t assume what you see on the gauge is accurate.
