You might try a vinyl repair kit if the top is vinyl, with some duct tape or something underneath until it sets, or a patch glued on underneath the repair. If it’s canvas, a patch can be glued or sewn on, again maybe underneath to hide it. Make sure you clean up the battery post also, using a mild sandpaper or scotchbrite pad or something, to get whatever oxidation from the arcing is off it, to get a nice clean connection. I don’t know what type of carb you have, but the Solex carb (mine’s a 34 PICT3) has the needle fixed into the valve on the top of the carb( by the inlet hose), not attached to the float – it simply rests on top of the float, going up and down (in and out) to close and open the gas flow as the float rises and falls. If you get the car to brand new or better condition, you’ll never take it out and drive it, it might get dirty or wet. When the engine is cold the butterfly valve is closed so the car runs rich, and that also makes it easier to start. When the car is warm, or when the electric heating coil in the choke warms up, it opens the butterfly valve so the mixture is correct. That’s the problem with ethanol blended fuels -dissolving the resin in fiberglass tanks. This has been a problem noted in the marine industry for years. OK, I’ve spent a few hours on the internet and now I see how that adjustable beam works, basically by rotating the torsion bar leaves inside the beam. How did that keep the starter from turning over?With a dead short without a fuse in the line, good thing you didn’t have a fire or burn up the wire.Glad you got it running again.
